    Standard Pacific Corp. (SPF): Reduced

Up 19% over 12 months, Standard Pacific Corp., a residential construction company, has a market cap of $2.27 billion. The current share price is around $8.18. Shares trade at a P/E of 5.70. The company does not pay a dividend.

If we look at those stocks trading with single-digit P/E ratios right now, it becomes a very simple task to separate the wheat from the chaff. There are many well-known stocks trading at low P/E ratios that get horrible grades from our system and should be avoided:

Ryland Homes (RYL) is a name you might hear discussed as a bargain, but the stock to a Sell back in November to a and is best avoided. Standard Pacific (SPF) is another builder you should probably avoid as In spite of the low P/E ratio ,you probably want to avoid discount retailer Big Lots (BIG), as a Strong Sell this week.

But fear not — there are some great companies with solid fundamentals that earn a Buy ranking from Portfolio Grader and are better candidates for a low-P/E portfolio.

Advisors' Opinion:

Aeropostale Inc. lost 1.4 percent as the retailer fourth-quarter loss forecast was wider than estimated. Safeway Inc. (SWY) slid 3.1 percent after Jana Partners LLC cut its stake in the supermarket chain. Apple Inc. rose 1.6 percent as China Mobile Ltd. moved closer to offering its 759 million subscribers iPhones.

  • [By Jeremy Bowman]

Finally, Safeway (NYSE: SWY  ) shares were up 30% after hours as the supermarket chain agreed to sell its Canadian operations for $5.7 billion to Sobeys, the No. 2 grocery company in the Great White North. With only about 13% of its total store count north of the border, the deal appears to be a windfall for Safeway as its market cap was just $5.5 billion before the deal was announced. However, Fitch ratings reaffirmed its BBB- credit rating with a negative outlook on the supermarket chain after the deal, noting that the Canadian locations had higher profit margins so the deal will hurt overall profitability. Safeway plans to use the funds, which should total about $4 billion after taxes, to pay down $2 billion of its $6.2 billion debt burden, buy back stock, and potentially invest in "growth opportunities."

  • [By Monica Gerson]

Safeway (NYSE: SWY) reported a 58% drop in its third-quarter net income and announced its plans to exit the Chicago market by 2014. Safeway shares surged 5.64% to $33.35 in after-hours trading.

Carlos Osorio/APFord CEO Alan Mulally NEW YORK -- Microsoft has narrowed its list of external candidates to replace Chief Executive Officer Steve Ballmer to about five people, including Ford Motor chief Alan Mulally and former Nokia CEO Stephen Elop, according to sources familiar with the matter. The world's largest software maker also has at least three internal candidates on its shortlist, including former Skype CEO Tony Bates, who is now responsible for Microsoft's business development, and Satya Nadella, the company's cloud and enterprise chief, the sources said. Despite the narrower list -- the company started with about 40 names -- the process could take a few more months, the sources said. In August, Ballmer said he would retire within 12 months. The names of other candidates couldn't be learned, but the search committee is interviewing executives from a wide range of sectors, including life sciences and consumer, the sources said. Microsoft (MSFT) declined to comment on the process and on behalf of the internal candidates. A Nokia (NOK) representatives couldn't be reached immediately for comment late Tuesday. Ford (F) spokesman Jay Cooney said: "There is no change from what we announced last November. Alan remains fully focused on continuing to make progress on our One Ford plan. We do not engage in speculation." Investors have pushed Microsoft's board in recent months to look for a turnaround expert, such as Mulally or Computer Sciences (CSC) CEO Mike Lawrie, to succeed Ballmer. Some investors have also suggested to the board that co-founder Bill Gates should step down from his role as chairman, saying he stands in the way of radical reform at Microsoft. Microsoft remains highly profitable and last month beat Wall Street's quarterly profit and revenue forecasts. But it has lost ground to Apple (AAPL) and Google (GOOG) in mobile computing. Ballmer has focused on making devices, such as the Surface tablet and Xbox gaming console, and turning k

$7.6 billion IT services firm Computer Sciences (CSC) has been doing some consolidating of its own for the last few months. Shares have been stuck trading between resistance at $54 a share and support down at $50 a share since mid-July. But despite its sideways bent, there's a trade to be made in CSC right now.

Right now, CSC is forming a rectangle pattern, a consolidation setup that's formed by a pair of horizontal resistance and support level at those $54 and $50 price levels. The rectangle pattern gets its name because it basically "boxes in" shares between those two levels. The signal to watch is the break outside of that box. Support at $50 has some extra strength because it's a level that was previously a ceiling for shares back in March and again in May. That's not uncommon for a round number like $50, but it makes an upside breakout a lot more likely from here.

Momentum, measured by 14-day RSI, has moved into neutral mode in the last week, clearing the way for upside without the risk of shares becoming overbought. If shares of CSC can hold a bid above $54, it's time to buy.

Advisors' Opinion:

The company created when American Airlines (AAMRQ) and US Airways Group Inc. (LCC) merge will list its shares on the Nasdaq Stock Market, a victory for the exchange operator after losing Twitter Inc. (TWTR) initial public offering.

  • [By Sean Williams]

Airlines have no choice but to go along for the ride with the economy, meaning that even with hedges, rising fuel prices and weak travel demand can drastically affect their bottom line. Furthermore, the need to be more fuel and space efficient requires the constant upgrading/purchasing of planes, which is, in itself, very costly. Since 1990 we've seen more than 100 airline bankruptcies, including every major carrier since 2002. US Airways (NYSE: LCC  ) , for instance, may be the talk of the town now that it's merging with AMR, but keep in mind, as well, that it declared bankruptcy twice last decade and still sports $2.4 billion in net debt.

  • [By Adam Levine-Weinberg]

The proposed merger between AMR (NASDAQOTH: AAMRQ  ) and US Airways (NYSE: LCC  ) is reaching the final stages of the antitrust review process. The Department of Justice has been taking depositions recently, in an effort to gather testimony that will inform its decision of whether or not to approve the merger.

Advisors' Opinion:
  • [By Dan Caplinger]

Lorillard's success has come from a combination of strategies aimed at diversifying its overall product portfolio. On one hand, the company has vigorously defended its core cigarette market, joining with peer Reynolds American (NYSE: RAI  ) to defeat an FDA proposal last year that would have greatly expanded requirements for graphic warning labels on cigarette packaging. Even with an onslaught of ad campaigns and more local smoking restrictions, Lorillard has been able to keep growing, with sales up 3.3% in the first quarter compared to the year-ago quarter and climbing market share for its overall cigarette portfolio and for Newport in particular. Lorillard also got FDA approval for new non-menthol cigarettes last month under the Newport brand, with plans to start marketing Non-Menthol Gold Box and Gold Box 100 products in the near future.
